Released earlier this week. Vancouver was one of three Canadian cities ranked in the top 5. Vancouver came in #3.

The survey ranks 140 cities based on a number of factors, including health care, stability, culture and environment, education and infrastructure — with a score of up to 100. Melbourne was ranked #1 again, and I have to say I certainly understand why Melbourne has achieved the highest accolade. Congrats to Vancouver.
